The Center for Oil and Gas Technologies of the Rostec Corp. as one of its main areas of activity carries out work related to ensuring the industrial safety of hazardous production facilities (HPF) with the systems of environmental control and monitoring of HPF.
Particularly urgent is the need to solve these tasks in the light of the requirements of Federal Law No. 219-FL “On Amendments to the Federal Law“ On Environmental Protection ”, including regarding the need to install automatic measuring instruments on stationary sources of HIF until January 1, 2018. and accounting of the volume (mass) of emissions and their concentration, with the subsequent transfer of the results to the state fund of state environmental monitoring data.
The federal law raised the question of the need to create an automated monitoring system of organized emission sources (ASMV) within the aforementioned period, which allows transferring the measurement results of emissions automatically to the interested services of the enterprise and, on this basis, have an objective assessment of the enterprise’s environmental safety and compliance with established maximum permissible emissions (MPE).

The creation of industrial safety management systems is defined by Federal Law No. 116 “On Industrial Safety of Hazardous Production Facilities”:

ASMV is an automated industrial safety monitoring system based on the principles of universality, efficiency of use, reliability of the information provided and compliance with federal laws of the Russian Federation. This is a unique system that continuously monitors pollutant emissions from organized sources of an industrial enterprise.
